As you mentioned, first 6 digits are same.
Here is how we are currently maintaining the codes:
We create commodity code and something called 'schedule B code' through 'define commodity codes/import code numbers by country' config step and then we use 'Commodity codes: convert export into import code numbers' to link these two codes. Schedule B goes in the export section and commodity code itself goes into the import section.
This same material would have different numbers in Canada.
so, are you saying it is not configurable for the system to know the CA codes at all?
